How United States charges imports
Duty is assessed on the customs value of the shipment — the goods value alone, excluding freight and insurance (FOB basis). The base rate follows the product's HS classification, so two parcels of the same value can face very different duty. The United States no longer has a duty-free threshold: the 800 USD de minimis exemption has been suspended for all countries of origin since 29 August 2025, CBP made the suspension indefinite by rule in June 2026, and the exemption is repealed by statute from 1 July 2027. Goods from certain origins also attract additional measures (Section 301, Section 232, IEEPA) that stack on top of the base rate — which is why the country of origin matters as much as the product. Frequently asked
Do I pay duty on shipping into United States? No — duty is assessed on the goods value only (FOB). Freight and insurance stay outside the dutiable base, though they still add to your landed cost.
Does the country of origin change what I pay? Yes. The base rate is set by the product, but trade agreements and additional measures are set by origin — the same goods can clear free from one country and carry an extra levy from another. Use the route pages above for your specific lane.
How current are these rates? Base rates come from the official tariff schedule and are refreshed weekly. Last verified 05 Oct 2026.
